Los Angeles Rent Control Map: How to Check If a Property Is Under the RSO (2026)

Last updated September 2026. Our original post showed a static map image, which is no longer current. The tools below give an accurate answer for any address.

Whether a building is covered by the City of Los Angeles Rent Stabilization Ordinance (RSO) affects its rents, its value and how it can be operated. The rule of thumb is that rental units in the city built on or before October 1, 1978 are covered, with exceptions such as a single-family home that is the only residence on its lot. But the only reliable answer comes from the city’s own records.

Three ways to check an address

  1. ZIMAS. The city’s zoning and parcel map at zimas.lacity.org shows, under the Housing section for a parcel, whether it is subject to the RSO and how many units are registered.
  2. LAHD. The Los Angeles Housing Department maintains RSO registration records and publishes an RSO report dashboard at housing.lacity.gov/rso. LAHD’s hotline can also confirm a property’s status.
  3. LADBS permit records. The Department of Building and Safety’s Property Activity Report shows the building’s original permit date, which is useful when the construction date is in question.

Outside the City of Los Angeles

Many addresses with a “Los Angeles” mailing address are actually in another city or in unincorporated Los Angeles County, each with its own rules. Several nearby cities have their own rent control, including Santa Monica, West Hollywood, Beverly Hills, Culver City, Inglewood and Pasadena, and Los Angeles County has a rent stabilization program for unincorporated areas. Confirm the jurisdiction before assuming which rules apply.

Why it matters

For owners, RSO status determines the allowable annual increase, eviction and relocation rules, and registration fees. For buyers, it drives the valuation: rents on long-term RSO tenancies can be far below market. Read our 2026 guide to Los Angeles rent control for the current rules.
